NRC Libya
NRC began operations in Libya in 2017 and has continued to scale up its operational and programming presence supporting IDPs, returnees, host communities as well as vulnerable non-Libyan communities. NRC implements Education, Shelter, ICLA and WASH activities in Tripoli and Benghazi. NRC is the co-lead of the National Education and Shelter Sector Working Groups and a member of the Libyan INGO Forum.
The Libya INGO Forum (INGOF) is an independent network of 16 international non-governmental organizations (INGOs) implementing humanitarian programs to respond to the needs of the most vulnerable population living in Libya. The INGOF provides a platform to facilitate the work of its members and support them to efficiently and effectively address key issues of common interest.
Duties and Responsibilities
Requirements:
We are seeking an experienced humanitarian professional to join the Libya INGO Forum management team. S/He brings at least 3 years of experience in a conflict or post-conflict setting with an INGO along with significant relevant work experience in policy analysis, advocacy strategic planning, communications, research, media, data gathering and/or information management. Knowledge of the Libya context and of migration dynamics desirable.
We are particularly looking for someone with strong communication, inter-personal, facilitation and diplomatic skills. Fluency in English, both written and verbal, essential. Knowledge of migration-related issues and EU migration policies and familiarity with humanitarian principles and response architecture (such as UN-led coordination mechanisms) is also an asset.
Main Responsibilities related to this role include the following:
Policy/Advocacy
- Lead advocacy efforts called for by the INGOF membership/Board and ensure policy positions are grounded in reality.
- Chair and strengthen the INGOF Advocacy Working Group and ensure the timely production of advocacy and influencing materials/products.
- Develop and implement the INGOF advocacy work plan in collaboration with the members.
- Build a network with advocacy and other relevant staff in external agencies.
- Ensure that INGOF advocacy actions and products present a balanced view and support the needs/rights of vulnerable people in Libya.
- Stay up-to-date on humanitarian, political, social and security issues relevant to Libya and the wider migration response
Information Sharing/Communication
- Coordinate the INGOF advocacy efforts and liaise with external advocacy partners such as donors and foreign governments, INGO platforms, humanitarian actors and others to strengthen advocacy efforts related to Libya.
- Collect, analyze and share information relevant to members and external stakeholders, with the goal of influencing policies and improving protection space.
- Ensure effective communication for all advocacy and influencing issues related to the Forum.
Coordination
- Coordinate the work of the INGOF advocacy working group.
- Ensure effective and consistent communication and engagement with the UN, national NGOs, local authorities, donors, embassies and other stakeholders.
- Coordinate with external stakeholders (government, donors, UN, local organizations, etc.) to share information and pursue issues of interest to INGOF members.
Communication
- Support the production of INGOF communication products.
Representation
- Ensure that INGO positions on specific issues are well represented at relevant platforms and meetings; and as much as possible promote representation by INGOs themselves.
Management
- Support the INGOF with donor reporting and proposal development.

DRI is currently looking for a Community Outreach Coordinator of DRI s component of the ISAL project (Improved Service delivery and Accountability at Local level). This project is funded by the European Union and implemented by a consortium of VNG International (the consortium lead), CILG, and DRI. DRI s project component aims to increase participatory policy-making and civic engagement in Libya s transition. Through civic education and democratisation interventions, DRI will work with four different target groups elected officials, civil society organisations, citizens, and thought leaders, academics and researchers in different communities across Libya.
Your duties and responsibilities:
Under the overall supervision of DRI Libya s Project Manager, the Community Outreach Coordinator will be responsible for effectively coordinating with relevant project stakeholders in Libya and organising project events in Libya (and Tunisia, if necessary). More specifically, the Community Outreach Coordinator will be responsible for the following tasks:
Co-design and facilitate project activities, such as workshops, trainings, multi-stakeholder meetings, consultation sessions, briefings, and publications;
Lead on the implementation of project activities in Libya, such as workshops, trainings, multi-stakeholder meetings, consultations sessions, briefings;
Identify capacity building needs of stakeholders through bilateral meetings and other events;
Prepare, organize and report on project events held in Libya;
Lead on the communication with and outreach to relevant project stakeholders in Libya;
Draft Terms of Reference for project experts and consultants;
Lead on the coordination with project experts and consultants who conduct in-country trainings/sessions;
Lead on the coordination with local CILG colleagues and the organization of activities in Libya in particular;
Monitor the political and security situation, as well as civil society activities in Libya and regularly update the DRI Libya Project Manager about project relevant developments;
Act as the focal point for local partners in Libya and expand DRI s network of partners in-country;
Perform any other related duties, as agreed with the Project Director and DRI HQ.
Your Education & Experience:
You are a Libyan professional who is fluent in Arabic and English and have a proven track record of working with Libyan local government officials and civil society.
Proven fluency in spoken and written English acquired either through university studies, professional work or a course and attested language certificate (such as TOEFL, IELTS etc.)
At least five years of relevant/progressive professional experience working on (local) governance, civil society or related fields, including in rural areas, preferably with an international NGO;
Strong coordination skills with the ability to effectively coordinate among partner organisations;
Strong presentation skills (written and oral);
Willingness and capacity to work with a high level of autonomy
A strong administrative track record;
Willingness to travel regularly in the country (at least 25% of the time);
In-depth knowledge of governance in Libya in general, and challenges of local governance in Libya in specific, is a strong asset;
Excellent interpersonal and communication skills, and the ability to work as part of a culturally diverse team are expected.

The Libyan uprising eight years ago left the country in a state of turmoil. Since 2011, continued conflict in many parts of the country and political instability have resulted in a vacuum of effective governance and caused significant collapse in the country s political-institutional system. Security, rule of law and social and economic well-being of the Libyan population have all been severely affected.
The healthcare system in Libya is one of the hardest hit by the protracted instability, having deteriorated to the point of collapse. Ongoing challenges include increased rates of chronic illness and disability and impeded access to essential services such as medicine and rehabilitation. Hospitals struggle to absorb the number of patients and to cope with a lack of resources, including a shortage of staff and essential medicines and supplies. According to the World Health Organization, around 1.3 million people have no access to life-saving health care services. In addition, the number of victims from accidents caused by conventional weapons (CW) and improvised explosive devices (IEDs) continues to grow. In contaminated areas, local populations, internally displaced persons and returning populations are all at risk of death and injury.
The identification of the most vulnerable individuals, including people with disabilities or injuries, and the rapid response to essential needs is a priority for the humanitarian community working throughout Libya. The political conflict and humanitarian crisis is likely to continue well into 2019; whilst at the same time continue to hamper the delivery of primarily medical and socio-economic services, complicating access and increasing the vulnerability of the general population
JOB DESCRIPTION :
HI is implementing a humanitarian programme in Libya through a team of seven international staff and 63 national staff, with operational bases in Tripoli, Misrata and Benghazi. Key programme activities include:
Provision of comprehensive rehabilitation services including physical therapy and psychosocial support for internally displaced persons with disabilities and injuries, along with distribution of assistive devices;
Capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners (hospitals, rehabilitation centres and local NGOs);
Training on inclusion principles to other humanitarian actors and health workers;
Support to the Ministry of Health in a long-term capacity building partnership in mental health together with a Tunisian partner.
Since 2014, HI s Libya programme has been managed remotely from neighboring Tunisia, where all international staff is temporarily based. Prior to the most recent conflict in western Libya that began in April 2019, five international staff were permanently based in Misrata.
HI is planning to implement a phased return of expatriates into the country this year and in order to facilitate this; the post holder will be expected to spend at least 80% of their time in Libya, initially Tripoli and Misrata, along with other international staff. Visits to Benghazi will be expected dependent on the acquisition of the relevant clearances. The remaining time will be spent at the coordination office in Tunis, Tunisia in order to prepare and evaluate the mission of the incumbent. Since April 2019, every international staff is based in Tunis so one of the main role of the security advisor will be conduct in-depth analysis of access route and explore any possible ways to conduct external mission in Libya and, depending on the context evolution, to relocate our staff in either Tripoli, Misrata and/or Benghazi..
The primary objective of the role is to contribute to ensuring the safety and security of HI s programme staff in Libya at all times and to support the feasibility and achievement of planned activities through ensuring robust risk analysis, security frameworks and tools and protocols are in place and effectively implemented. The secondary key objective is to build capacity in safety and security management across the programme team at all levels.
Under the responsibility of the Country Manager and in close coordination with project and support staff, the incumbent will be in responsible to:
Ensure follow-up and analysis of the political, military and security context and trends in Libya;
Lead on a comprehensive security assessment and formulate recommendations designed to facilitate international staff visits to Libya on a short and long term basis;
Support the regular analysis and formulisation of risks and threats for the overall programme and the implementation of mitigation measures;
Lead the review and implementation of adapted security procedures to ensure programme continuity, project monitoring and increased international staff presence;
Design and deliver a series of capacity building initiatives to ensure sound understanding amongst teams on the programme s security framework and processes;
Maintain and expand HI s external relationships with relevant security, context and access referents of other international agencies.

Background
In Libya, IMC has been operational for since February 2011 and serving to the vulnerable communities from migrants and refugees and IDPs and host-community. IMC has been responding the humanitarian crisis in Libya through medical services and integrated protection activities implemented for two different target groups migrants/refugees and IDPs. IMC has enhanced the scope of its interventions in Libya and increased the protection and GBV response activities with a multi-sectoral response approach. In partnership with UNHCR and collaboration with other NGO actors, IMC provides medical assistance, protection monitoring, outreach services, and registration under the migrant/refugee response in multiple settings detention centers, community development centers, disembarkation points (rescue at sea), and registration center. IMC is an integral part of referral pathways with its healthcare service for migrants and refugees. In addition, IMC provides medical assistance to internally displaced population across Libya, and will launch a Women and Girls Safe Space where a multi-service response to GBV cases will be provided for IDP community. Placing a great value on the centrality of protection in humanitarian response, IMC ensures and oversees that protection and GBV are mainstreamed throughout the all program activities from healthcare response to monitoring and evaluation. For this IMC increases the staff capacity building with technical trainings and constant supervision by the technical specialists.
Job Purpose
The Grants Officer will provide support reporting of active grants and processing new potential partners into grantees. This may include identifying deliverables and creating appropriate agreements for field projects. Ensure complete and timely interdepartmental processing to expand current operations. This position will also support the Country Director to identify, screen, and maintain local partnerships alongside the program managers in the field office.
Main Responsibilities

You will be in charge of
OBJECTIVES
Ensure the safety, security and integrity of ACTED staff, assets, premises and programs in country, in particular by constantly monitoring and anticipating security risk, by designing and enforcing context specific risk mitigation rules and procedures, by ensuring MOSS compliance in all ACTED premises, by preparing and updating contingency and evacuation plans and by providing all ACTED staff with appropriate security training.
DUTIES AND RESPONSIBILITIES
Department management
- Oversee the recruitment and selection of qualified national security field staff, recommend promotions, disciplinary action and termination of staff in consultation with the Country Director
- Supervise and mentor national security officers, focal points, guards and drivers
- Make frequent site visits to ACTED premises to carry out performance assessments and provide constant support to the security team

Context & Risk analysis :
- Develop and regularly update the country security profile (with regards to the socio-economic, political and/or military situation in country, the country criminality profile, the nature of ongoing conflicts or crises climatic & seismic hazards and health risks, )
- Follow-up on major country events and developments

- Develop security trend analysis
- Ensure internal incident tracking system is utilized properly: create an security incident database and perform incident mapping and analysis
- Fill in and regularly update the Risk Analysis Matrix (threat, likelihood, impact, level of vulnerability, level of risk)

Develop and update Country Security Plans, SOPs and Contingency Plans
- Draft and regularly update the Country Security Plan (CSP) for validation by the Country Director and endorsement by HQ
- Recommend changes in the Country Security Plan to Country Director and HQ Security department
- Draft Standard Operating Procedures (SOPs) adapted to the local context
- Draft and regularly update evacuation and contingency plans in capital and support Area Coordinators in developing Area evacuation and contingency plans.
- Ensure preparedness to evacuation and contingencies (check contingency kits, first aid kits etc.).
- Design and drill a security communication tree (warden system), emergency radio network, and provisioning of emergency supplies for field personnel
Daily Security Management
- Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented
- Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce their vulnerability to those threats
- Monitor the security preparedness of country staff and enforce staff compliance with internal security rules and SOPs, ensuring they are communicated to all staff and understood
- Set up and control the implementation of mitigation measures and security rules according to the local context
- Ensure compliance with Minimum Operating Security Standards (MOSS) and develop action plans for security upgrade
- Carry out security assessments of new ACTED facilities, ensure a standard level of facilities protection, and supervise guards.
- Ensure missions have adapted communication means, and ensure maintenance to support the Logistic team in Country. Ensure constant update of the emergency contact list and timely issuance of ID cards.
- Ensure a proper level of preparation before movement on the field, ensure transportation means are adapted, ensure a good fleet maintenance, and set movement rules which are adapted to the local context to support the Logistic team in Country. Ensure operational follow-up of movements.
- Ensure logistics follow a servicing and maintenance schedule for vehicles
- Spearhead security assessment missions prior to ACTED staff deployment to a new area and ensure minimum security standards are in place before their installation.
- Support and participate to assessment mission in phase C or D area
Crisis management
- Adapt crisis management protocols to the local situation
- Act as a key member of the Crisis Management Team so that safety policies and procedures are implemented
Reporting
- Ensure weekly/monthly security reports are completed and sent to HQ, providing timely updates of all situational and security developments including investigation of security incidents
- Produce real-time incidents report (using Form SEC-03)
- Send updated TITANIC on a monthly basis to the Country Director and HQ Security Department.
Training and briefing
- Conduct security briefing for each new international staff arriving in country.
- Design security training modules for Country Director s approval and HQ endorsement.
- Determine training needs for the security staff
- Train national staff to increase their awareness and sense of responsibilities
- Conduct any staff security training that is warranted (HEAT, training to drivers and guards, evacuation drills, fire safety etc.).
- Carry out investigations and capture lessons learned to be incorporated into future staff trainings
Develop and maintain a security network
- Actively participate in Weekly and Monthly Coordination Meetings
- Create an information network in the country, identifying key informants
- Build strong professional relationships with UN agencies, local authorities, other NGO s (local and international), and all relevant stakeholders
Ensure external representation

WORK CONTEXT
Cesvi is operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of leading NGOs in Libya, very active in the coordination of various sector working groups - in particular protection ones - with a diverse donors portfolio and serving all vulnerable target population. In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision. This include center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance, non-formal education

JOB DESCRIPTION
The collaboration will start in February 2020.
The main duty station will be between Tunisia and Libya.
When security conditions do not allow regular presence in Libya, the main Country Office will be Tunis with remote management and regular short mission to Libya.
The CP/GBV Specialistwill work under the management of the Technical Unit Coordinator and will support the CP and GBV component of Cesvi interventions in Tripolitania.
Main tasks:
- S/He will provide technical assistance and guidance to field staff and quality oversight during the implementation of the Child Protection and GBV Programs, including prevention and response services;
- S/He will be overseeing the Case Management intervention (CP and GBV), working closely with the CM Supervisor, including the organization of CM weekly meeting, revision of high risk cases, revision and approval for case plan and case closure;
- S/He will be overseeing and provide technical guidance in the implementation of the PSS component (sessions delivered at individual level at CDC and at group level at the Social Center), ensuring the adherence with the resilience-focused framework Cesvi has adopted in Libya response;
- With the support of the Technical Unit Coordinator, s/he will support the Education technical aspects of the program;
- S/He will ensure that all activities are in line with international standards, global guiding principles and National SoPs;
- S/He will develop and ensure the correct use of the technical tools relevant to the project management, monitoring and learning;
- S/He will support the MEAL staff for the monitoring of CP and GBV activities, including the designing and collection of quantitative and quality data;
- S/He will identify training needs and, in coordination with the Technical Unit, provide training, follow up trainings and regular coach to the CP and GBV staff;
- S/He will conduct regular visits to monitor the implementation of programmes and to provide technical guidance or inputs for program readjustment;
- S/He will consolidate quantitative and qualitative reports related to CP and GBV activities as per Donors and Cesvi requirements;
- S/He will identifying needs and gaps in programming and proactively suggest new activities to respond to the identified needs;
- S/He will contribute in developing new CP/GBV proposals.
- S/He will attend and represent Cesvi on different coordination forums, and lead the creation and reach out to external stakeholders to improve referral pathway and services mapping for CP and GBV related services.
ESSENTIAL REQUIREMENTS
- Master's Degree in Psychology, Social studies, or another appropriate field;
- Previous experience with an INGO
- Minimum 4 years of experience in the humanitarian sector, preferably working with refugees or internally displaced populations; of which at least 2 years must be in the field of CP and/or GBV in emergency and/or EiE;
- Proven experience providing case management and psychosocial support, directly or in a supervisory role and experience supervising caseworkers;
- In-depth understanding of CP and GBV prevention and response, related international standards and guidelines;
- Proven experience in conducted training for both program staff and local organizations/authorities;
- Proven experience in using GBVIMS and GBVIMS tools, and knowledge of GBVIMS standardized GBV types;
- Demonstrated capacity and experience in conducting field level assessments including developing tools (e.g. questionnaires, referrals template and modalities, focus group discussions and M&E) in liaison with M&E Manager;
- Fluency in English and French (written and oral);
- Strong computer skills including MS Word, Excel, PowerPoint and email/internet software;
- Ability and willingness to work in a remote and isolated location with ever-changing security Scenarios

Humanitarian situation
Crisis context
After more than forty years in power, the revolution of 2011 put an end to Mouammar Kadhafi s reign. Libya has been ever since confronted to a challenging political instability due to the state breakup. Since 2014, a new civil war has been underway. In this context, the country is divided between different military and political forces. This instability has a strong impact on the Libyan population s living conditions. It reduces day after day its access to essential services.
In 2019, thousands of persons remain displaced in camps across the country while some went back to their household. These persons, displaced or returnees , are facing a high level of vulnerability. Simultaneously, numerous refugees, asylum seekers and migrants fleeing authoritarian regimes or poverty are passing through Libya. Some of them are into the hands of human traffickers before risking their lives crossing the Mediterranean Sea.
Recurrent armed conflicts, political instability and economic collapse have led to a complex humanitarian crisis. The United Nations estimate 823,000 persons are going to need humanitarian assistance this year in Libya (OCHA, HNO 2019).
Thus, after eight years of crisis and instability, access to essential services remains largely limited, in particular for the most vulnerable persons. Premi re Urgence Internationale has identified an extremely concerning situation in terms of psychosocial disorders and access to healthcare. To a great extent, the former is due to the persisting conflict and the dysfunction of basic services. The latter is explained by infrastructure destructions, breaks in drug supplies and a shortage of medical material and qualified human resources.
In the Southeast of the country, the tensions between the Tebu and the Zway tribes seriously affects the health system and the access to basic services. Tribe communities, when they are a minority in the area, are suffering from segregation in most of Al kufra s institutions, including health care facilities. This occurs in a context of underdevelopment and poverty that exacerbates the impact of the conflict on the population in the region. Indeed, this area has been suffering, even before the conflict, from a poor investment from the central government. However, few information are available on this area and its humanitarian needs due to a poor, if not almost inexistent, presence of NGOs.
Our actions in the Field
In this context, Premi re Urgence Internationale intervenes for the improvement of both Libyan and migrant populations living conditions. Since the Libyan mission implementation in 2017, Premi re Urgence Internationale has been developing access to primary healthcare and psychosocial assistance in Benghazi and its surroundings.
In the framework of quick impact projects, our teams have led the restoration of three healthcare centers as well as the refurbishment of the import control Agency and of the Al Jala hospital s emergency service. In addition, our five mobile clinics have been providing primary healthcare activities in the region of Benghazi. They provide free support for primary, maternal and child healthcare, chronic disease treatment and access to psychosocial support. PUI has also led healthcare activities in migrant detention camps located in eastern Libya. Refugees, asylum seekers and migrants in general are caught in a vice. On one hand, being victims of discriminations, they face difficulties to access essential services. On the other hand, they are compelled to live hidden from human traffickers.
This year, in partnership with other organizations, PUI launched a two-year project whose objective is to improve Libyan healthcare authorities capacities to treat chronic diseases, specifically in terms of personnel training and disease prevention.
Besides, Premi re Urgence Internationale has extended its intervention to the water, hygiene and sanitation sector. First, by restoring a pumping station in a district of Benghazi. Our teams also organize regular distributions of hygiene kits to families living in camps and precarious accommodations.
Furthermore, in 2018, PUI conducted an exploratory mission in the Al Kufra region (south-east Libya) in order to identify the specific needs of this isolated area and develop an adapted humanitarian response.

As part of our actions in Libya, we are looking for a Administrative and Finance Advisor based in Al Kufra and Benghazi.
The Administrative and Finance Advisor will be in charge of providing support, mentoring, guidance and capacities building to ensure the correct functioning of the Admin/Finance/HR department in the mission. He/she will ensures that all PUI administrative and finance procedures and policies are well implemented and followed at the field level, in order to provide optimum program support.
He/she ensures a strong focus on the capacity building on the two bases in Libya, stepping back when relevant, and reporting to the Coordination team. The Administrative and Finance Advisor will ensures consistency between the two bases in Libya regarding the admin tools and processes implemented.
At the end of her/his mission, the objective is for the national admin teams to be autonomous and fully in charge of their department with a deep knowledge of all Admin procedures and with a strong capacity to implement them on daily basis.
Main responsibilities
- Capacity Building:He/She ensures a technical support to Admin/Fin/HR team in the bases. He/she provides on weekly basis technical trainings, and daily technical advises to increase capacities of the team.
- Human Resources: He/She supervises the on-site activities related to administrative and human resource management, ensure the respect of the procedures and HR management tools in the bases in accordance with labor law regulations in Libya and HR policies of PUI.
- Administrative and Financial Support:He/She oversees administrative and financial questions at the site, and ensures compliance with relevant procedures, with substantive support from the mission s Administrative and Financial Coordinator (AFC). In late 2017, suffering from armed combats for several years, Benghazi area was hosting about 45.000 internally displaced people (IDP) coming from different areas in Libya, and 147.000 returnees. Benghazi appears to be, with Tripoli, one of the two main cities to host the more IDPs. Otherwise, while the political situation in Libya remains tumultuous, new patterns of displacement are occurring, with a growing trend of returns reported in the East, and especially in Benghazi. Benghazi and its surroundings appear to be particularly vulnerable locations due to the high damage inflicted by three years of heavy clashes. The tensions between the Tebu and the Zway tribes seriously affects the health system and the access to basic services. Tribe communities, when they are a minority in the area, are suffering from segregation in most of Al kufra s institutions, including health care facilities. This occurs in a context of underdevelopment and poverty that exacerbates the impact of the conflict on the population in the region. Indeed, this area has been suffering, even before the conflict, from a poor investment from the central government. The Deputy Field Coordinator - Support is in charge to oversee the quality and efficiency of the support services at Benghazi base level. In coordination with FC he/she will ensure:
The implementation of the logistics strategy in accordance with PUI procedures and tools in order to provide optimum program support.

Support departments oversight:He/she provides oversight of all PUI Benghazi base support functions (Logistics, Administration, Finance, Human Resources) and ensures smooth, coordinated operations, finding synergies and improvements where possible.
Logistic monitoring:He/she ensures that current logistics procedures follow PUI standards and formats, and are in accordance with donor rules and regulations, overseeing and implementing an effective and efficient supply chain. Humanitarian situation and needs :
After an armed and civil uprising ended Muammar al Gadhafi s regime in late 2011, the authorities have had difficulties to address pressing security issues, reshape the country's public finances, or create a viable framework for post-conflict justice and reconciliation. Thus, since 2014, non-state armed groups have disrupted Libya's political transition. In 2018, continued political instability, ongoing-armed conflict in Libya, particularly internal struggles between local militias, and the collapse of economy, have led to deteriorating living conditions and reduced access to essential services in most of the country. Civilians continue to suffer from unsafe living conditions, with little or no access to health care services, essential medicines, safe drinking water, shelter and education.
In 2019, the whole population is still affected by the armed conflict and the lack of a functioning government, and 823 000 people will still need humanitarian assistance (including 554,000 people in need of health care services) throughout the whole assessed territory in Libya. The complex humanitarian crisis is primarily driven by the absence of the rule of law, lack of access to basic services, displacement of population, the collapse of the economic system and the financial crisis. On April 4th2019, the Libyan National Army (LNA) under the guide of General Haftar, announced the beginning of a large scale offensive against the Government of National Accord (GNA) in Tripoli. Soon after, the southern neighbourhoods of the city were engulfed in the conflict. To date, continued clashes, involving the use of heavy weaponry and airstrikes, affected 500,000 people, and displaced over 100,000 people within the Libyan capital, to the neighbouring cities, and, more recently to Tunisia.
Throughout 2018, in Benghazi and its surroundings, the situation remains calm even though heavy fighting took place in other towns of the country (Darnah, Ajdabiya, Tripoli, and Sabha). After two year of siege, the LNA launched an attack on Darnah in May 2018. Then, Haftar announced the capture of the city in June; however, clashes were still ongoing in a small part of the town in November 2018. Near to Ajdabiya, fights erupted in June 2018, when the forces conducted by Ibrahim Jadhran attacked the oil facilities in the oil crescent, under the LNA forces. These fights conducted to some population movements in eastern Libya. However, the overall number of IDPs did not change significantly throughout the year - increasing and decreasing at times - while the total number of returnees has progressively increased. Late in 2018, Benghazi is still the town hosting the highest number of IDPs (25,665 individuals), as well as knowing the highest number of returnees (188,625 individuals) in Libya. Thus, Benghazi appears to be, with Tripoli, one of the two main cities to host the more IDPs. The area appears to be particularly vulnerable locations due to the high damage inflicted by three years of heavy clashes. Among the IDPs population, the Tawergha community living in the camps in Benghazi and its surroundings, is entering its 8th year of displacement with few real chances to return their areas of origin soon. Darnah is the fifth town of returns with 23,863 individuals.
The violation of human rights and humanitarian law, including violations of the right to life, and of children and women s rights, are widespread, including of Gender-based Violence. There are alarming levels of gender-based violence and grave violations of child and women's rights in the current context.
Still in the same area, since April 2019 the situation remained relatively stable, allowing the PUI program s to progress with minimum interference. However, this fragile equilibrium could be rapidly overturn depending on the evolution of conflict. Premiere Urgence Internationale (PUI) is monitoring closely the events and, is evaluating potential scenarios in order to plan for contingency in case the security situation deteriorates.

Besides, in the Libyan context, migrants, refugees and asylum seekers leaving outside and within the detention centres (DCs) represents another significant vulnerable group in Libya. Estimated to be around 700,000 to 1 million, they are among the most vulnerable population in the country and are currently facing acute needs. This includes an estimated number of migrants in 55 DCs of 5,000 to 7,000 people at the end of 2018. These persons, including both asylum seekers and refugees, have been consistently identified as being the most vulnerable individuals throughout Libya for several reasons. In particular, they are identified as having reduced access to, and availability of life-saving assistance. Additionally, various report show that refugees and asylum seekers in Libya face significant protection concerns, with their status making them particularly vulnerable to abuse, marginalisation, and exploitation. Those who move through the country are exposed to widespread abuses and human's rights violation along the route. As part of our activities in Libya, we are looking for a Medical Coordinator based in Tunis
The Medical Coordinator is responsible for the success of the mission s medical strategy and the quality of current and future medical programmes at the definition, implementation and evaluation phases.
She/he provides support to programme managers (Deputy Field coordinator Programs and PMs field officers) who report to them based on a dotted-line relationship.
Main activities:
- Strategy:Working alongside the Deputy Head of Mission Program and cooperating closely with the Headquarter - Technical Department. She/he contributes to the development of new medical initiatives for the mission. She/he carries out epidemiological monitoring for the country and analyses strengths and weaknesses from the point of view of public health.
- Programmes:She/he ensures that medical programme(s) are in line with PUI s health policy and monitors them for quality and efficiency.
- Representation: She/he represents the mission to partners, authorities and local stakeholders involved in implementing medical programmes.
- Human Resources / Training:She/he participates in the recruitement of the medical team and supervises technically the medical team.
- Logistics and Administration:She/he ensures the activities she/he is supporting comply with PUI logistical and administrative procedures.
- Safety:She/he contributes to compliance with safety rules within the mission and communicates any safety-related information to the Head of Mission. She/he ensures healthcare is provided for expatriate and national staff involved in the mission.

Training and Experiences
TRAINING
- Desirable: Public health Master
- Required : Registered as a Medical Doctor
PROFESSIONAL EXPERIENCE
- Previous experience with PUI and/or other INGOs (expatriation)
- Project management experience
- Experience of working in Middle East or in similar epidemiologic situation with important prevalence of Non Communicable Diseases would be an asset
- Experience of working in emergency context and through remote management mechanism would be an asset
KNOWLEDGE AND SKILLS
- Good written communication skills
- Knowledge of project management
- Knowledge of procedures of institutional donors OFDA, ECHO, UN agencies, etc.)
- Ability to work independently, take the initiative and take responsibility
- Resilience to stress
- Diplomacy and open-mindedness
- Good analytical skills
- Organisation and ability to manage priorities
- Proactive approach to making proposals and identifying solutions

The programme Recovery, Stability and Socio-economic Development in Libya (RSSD Libya) has been jointly formulated by the European Commission and Italy within the framework of the EU Emergency Trust Fund for Africa, North of Africa Window. With a total budget of 50 million euros, the three-year Action aims at fostering inclusive social and economic environment and stability in the region, enhancing the provision of basic services in 24 municipalities along with increased access for most vulnerable groups. Implementing partners are AICS (22 million euros), UNDP (18 million euros) and UNICEF (10 million euros).
In this framework, AICS is launching a third Call for Proposals for International NGOs in order to achieve the following objectives:
- basic service facilities upgraded in the municipalities listed below through supply of equipment and rehabilitation/maintenance works;
- relevant service providers personnel capacity built in the management, operation and maintenance of the upgraded facilities, including the provided equipment;
- awareness raised among the target population on inclusive access to services.
