Job Description
ITPC is seeking an Accountant to join our global team. The Accountant will be responsible for expenditure control and disbursements for ITPC including a large project aiming to remove intellectual property (IP) barriers to market entry of affordable anti-HIV, HCV and TB generics in middle-income countries.
The Accountant will support the Finance Manager to maintain the integrity of all ITPC accounts and ensure the effective and efficient processing of transactions. The Accountant will report directly to ITPC s Finance Manager and be an integral part of the Finance Team.
This post is based in Johannesburg, South Africa.
Main Responsibilities
1. Expenditure Control
Manage requests for payment (expenditure checks and controls, reconciliations)
- Confirm availability of budget and funds prior to processing disbursement
- Ensure payment requests and supporting documents comply with the relevant conditions and rules of the donor agreement to be eligible for disbursements
- Ensure payment requests have been duly reviewed and approved by authorised project personnel
- Sign payment request as evidence of control performed
- Ensure that payments are C recorded under the correct project and accounting code.
Review all grantee financial reports
Reconcile grantee advances
2. Payment Processing
Prepare payment vouchers for review and approval by Finance Manager
Process payment requests in accounting system and seek relevant authorisation prior to disbursements
Prepare cheques, seek authorisation and disburse to beneficiaries/suppliers
Perform controls required to minimise risks of incorrect payments
Maintain records of all cheques processed and disbursed
Prepare and submit expenditure control reports and other financial reports as required by management
Implement auditor recommendations for better expenditure controls
Ensure proper filing and safeguarding of all payment and supporting documents
3. Financial Management Support at ITPC Events/Meetings and other
Prepare budget estimates for expenditure to be incurred on specific events/meetings/activities and submit to Finance Manager
Facilitate the payments for items related to workshops/events
Comply with cash handling procedures
Take attendance of participants at workshops, verify with authorised list, make cash disbursement and secure receipts
Prior to disbursement ensure all relevant supporting documents required to substantiate the payment is gathered for submission with the imprest/ advance retirement.
Keep accurate records and reconciliations of all disbursements effected with supporting documents duly gathered.
Prepare imprest/advance retirement reports with supporting documents and submit to Finance Manager and comply with policy regarding maximum allowable days to retire an imprest/ advance.
Solicit suppliers and make sundry purchases within procurement policy.
Liaise with procurement unit to solicit and select suppliers in line with procurement policy and procedures.
Produce other financial reports as and when requested
Maintain and update fixed asset register in collaboration with Finance and Administration Assistant
4. Audits
Support Finance Unit in facilitating organization-wide and donor-specific audits
- Provide back-up documentation as needed for various samples
- Work with Finance Manager to respond to all audit queries as they arise
- Work with Finance Manager to ensure any follow up from audit observations translate into improvements at ITPC when/if they arise
5. Supervise Finance and Administration Assistant (FAA)
Work with FAA to ensure solid financial processes and systems are built at ITPC
Ensure that FAA is aware of duties and has resources and decision space to carry out work effectively
Coach and mentor FAA; conduct annual performance evaluation
Experience
Advanced Diploma or Degree in Finance or related field from a recognized institution required
Professional Accountancy Certification such as ACCA, CIMA, ICAEW, ICAS, ACPA or equivalent is required
Minimum of five (5) years of work experience in a similar position
Specialized knowledge in IAS, IFRS and IPSAS
Skills
Strong computer literacy in accounting packages (SunSystems, Sage, Pastel or other)
Financial rigor (comfort working in multiple currencies) and strong problem-solving skills
Advanced computer skills, particularly MS Office package (Word, Excel, Outlook, PowerPoint).

Job Description
The International Treatment Preparedness Coalition (ITPC), is a global activist network fighting for universal access to treatment. ITPC is an issue-based organization focused on HIV (and related diseases) treatment access across the world. The Finance and Administration Assistant (FAA) implements sound accounting principles to ensure and maintain project and organization accounts while upholding donor, ITPC and legal requirements. The Finance and Administration Assistant forms part of the Finance Unit at ITPC and reports directly to the Accountant.
This position is based in Johannesburg, South Africa.
Main Responsibilities
Assist in processing and monitoring payment requests by:
- ensuring that necessary authorization is obtained
- payments are processed promptly and in accordance with applicable regulations.
Assist the finance and program team in organizing the logistics for project meetings and workshops (travel, accommodation and transport arrangements as needed)
Maintain petty cash and assist with filing of taxes with relevant tax authorities (SARS or BURS etc.)
Keep a record of assets and update it regularly for the organization
Initiate the procurement of the office requirements including equipment, office supplies and other materials required by organizing and obtaining quotations for supply of such services
Maintain an effective filing system and ensure that any digital correspondence and documents are stored appropriately for easy retrieval across the organization

The Regional HR Partner, Southern Africa is an integral part of the CHAI Global HR team, serving as a strategic business partner, delivering value-added services to country and regional leadership and to Global HR colleagues in furtherance of CHAI's mission and the principle that CHAI's staff is its greatest asset. Purpose for the job
The overall purpose of this Temporary Appointmentis to support the ESARO HIV section to execute its core responsibilities of technical assistance, quality oversight, strengthening partnerships, activity management, strategic information and knowledge management and ensuring strategic HIV programming in the region. In particular, the Specialist will have responsibility for project management and strengthened programming under the regional Joint UN Programme, together for sexual and reproductive health and rights (2gether 4 SRHR) programme. Capital and Investment Strategy
- Structure optimal investment plans while ensuring appropriate cash flow level for the organization s operations; optimizing the tax and treasury positions and maximizing investment returns.
- Evaluate the organization s fundraising plans in relation to current and future needs, and appropriate capital structure
- Ensure the organization has an appropriate capital structure and lead the planning, structuring, terms, and negotiation of new capital (fundraising with or without conditions or debt) for capital projects and planned endowment.
- Ensure Endowment Funds are invested within authorized and acceptable investments and risk frameworks while achieving optimal returns as per ALA Endowment Policy
- Maintain compliance with lender requirements, including compliance with lender covenants on existing debt.
Operational Excellence
- Drive and manage complex financial system, regulatory compliance, and process improvement projects (sometimes applies to multiple markets) and ensure that these conform to audit and financial standards and contribute to ALA s operational excellence goal.
- Build a finance organization and infrastructure that is capable of meeting the organization s future growth and operation excellence plans and establish functional objectives in line with these plans.
- Lead any financial system project and be involved in other systems decisions within the organization that could affect the integrity, effectiveness and efficiency of the financials.
The first 365 days
- Work with incumbent CFO on an opportunity to re-imagine the finance function and develop a 5-year pathway and future operating model for the Finance Function
- Support the CEO in enabling, operationalizing, and institutionalizing the new ALA strategic plan
- Develop and unbiased holistic end-to-end view of the organization s full value chain, from customer needs to back-office operations to suppliers contributions to competitive positioning
- Target and recommend optimization solutions for process and system inefficiencies that affect business economics then drive the changes to improve challenges identified.
- Continue system optimization and automation work on the financial management process to support the quest for a leaner model and drive the implementation of a cloud-based integrated architecture for all finance-related systems.
- By 2020 our systems should only be managing exceptions everything else should be automated and seamless and team(s) should be able to share information and make connected, data-driven decisions in real-time.
- Drive data and analytics capability and capacity to support the changes above, moving from transaction (commodity) to value-add work; from transaction and reporting to data analysis and business partnering to drive decisions (competitive advantage).
*Job Requirements***
- Proven 5 to 7 years experience as multi-unit CFO or Finance Director and ready for the next challenge.
- BSc/BA in Accounting, Economics, Business, Finance or relevant field; MBA is a plus.
- Good knowledge of the International Financial Reporting Standard, Generally Accepted Accounting Principles; and banking and corporate financial laws and risk management practices in South Africa.
- Demonstrated leadership experience in driving strong financial oversight, sound business strategy and operational excellence.
- An analytical mind that enjoys using rich micro and macro, structured and unstructured data to challenge assumptions, and support and influence decisions.
- Strong drive to create systems and lead technological changes that supports more cost-effective and efficient way to operate and deliver financial information to internal and external partners and support evolving business models.
- Strong communication and influencing skills to be able to convey recommendations, decisions and fresh insights on strategic topics to internal and external stakeholders.
- Ability to build external alliances with educational institutions, start-ups, third-parties, non-profits, and corporates to go beyond what ALA can deliver alone while remaining nimble.
- Ability to navigate banking regulations in multiple countries such as South Africa and United States and cash movement complexities in most African Countries.
- Ability to balance strategic and operational work; strategize and solve big business and operational problems that span multiple periods, running the business, striking a balance between value-add processes and effective control, keeping an eye on changing business and supporting business model innovations.

The ISS seeks to appoint a Programme Head to lead and manage its work on counter-terrorism, preventing violent extremism and international criminal justice. The head will be responsible for managing existing projects as well as identifying new strategic opportunities relating to emerging transnational security threats and international crimes.
Applicants need a thorough understanding of human security in Africa. They should be passionate about and experienced in working on issues of terrorism, violent extremism and international crime, as well as current and emerging strategies to address these problems.
Applicants must be highly motivated, independent thinkers with an ability to work on a wide variety of topics and work processes at the same time. They must be able to manage staff, cooperate with other ISS programmes and offices, manage finances, and build a network of international donors, partners and stakeholders. Requirements

At least 5 years experience in managing multifaceted projects and subordinate team members
A track record of high-level representation at the African and/or global level
Expertise in analysing information and developing practical recommendations from research results
Experience in the design and management of research, policy advocacy and training and technical assistance programmes
Experience in building relationships with partners and stakeholders as a means to shape policy and action
Experience in fund raising and donor liaison, including writing proposals and reports
A strong understanding of monitoring and evaluation, and the use of Results Based Management frameworks
Exceptional English communications skills (verbal and written); French will be an advantage
The position is based in Pretoria, South Africa. The length of the contract will be three years, and may be renewed subject to programme requirements, funding and satisfactory performance. A competitive salary is offered.

Project Summary:
MSI is seeking a qualified French-speaker to fill a Senior Monitoring and Evaluation Specialist role on a project in West Africa. The project provides technical support and training to USAID mission staff and implementing partners to facilitate program management decisions, shape long-term strategic direction decisions, and perform high-quality performance monitoring and verification.
Position Summary:
The Senior Monitoring and Evaluation Specialist will be responsible for leading and managing the technical work related to performance monitoring, reporting directly to the Chief-of-Party. The Senior M&E Specialist will provide technical leadership inside and outside the project. This is a full-time position running through June of 2020.
Responsibilities:
- Provide technical assistance and training to USAID staff to design, improve and/or manage against the Mission's and project-level performance management plans.
- Provide technical assistance and training to selected USAID implementing partners to design and/or improve their projects' logical frameworks, monitoring and evaluation plans, and collection, management, analysis and reporting of performance data.
- Contribute substantively to the design and field testing of evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
- Manage the data collection efforts of project staff and subcontractors, including ensuring the adequacy of data collection instruments, the feasibility of data collection plans, the timely collection of data (including surveys), and the quality of data collected, analyzed and reported to USAID mission.
- Provide support and oversight to performance monitoring staff and consultants assigned to undertake performance monitoring-related assignments.
- Responsible for the design, quality, development and completion of all assessments, analytical reports and evaluations. Review technical outputs in English and/or French.
- Ensure that all performance monitoring tasks are completed on time and are of high quality. Carry out additional tasks supporting project goals and objectives as assigned by the Chief of Party.
Qualifications:
- Master's Degree or Ph.D. in international development, public policy, economics, statistics or other relevant field from an accredited institution.
- Minimum ten (10) years of demonstrated experience in monitoring and evaluation, data analysis and similar research, preferably with USAID.
- Minimum five (5) years of experience managing staff and/or teams of consultants preferred.
- Experience in providing technical assistance and training in monitoring and evaluation, strategic planning and/or research methodologies.
- Experience in designing and field testing surveys and other instruments for collecting data.
- Experience conducting site visits and activity verification and data quality assessments in multiple areas within West Africa.
- Experience designing and implementing performance and impact evaluation of development interventions.
- Experience leveraging performance monitoring data for improving ongoing project management.
- Familiarity with USAID policies related to evaluation and performance management highly desirable.
- Strong written and oral communication and excellent interpersonal skills.
- Demonstrated fluency in written and spoken French and English; additional local languages a plus.
