Who are we?
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

Duties and Responsibilities
External representation and coordination
Represent DRC in coordination fora such as WGs, LHIF protection advocacy;
Support identification and development of strategic partnerships on protection;
Provide technical support, supervision and guidance to the Protection teams at the national and field levels (incl. development of technical tools and guidance, tailored capacity building plans, trainings and on-the-job coaching);
Ensure that staff adhere to general protection, protection mainstreaming principles, child protection and GBV best-practices and professional standards and principles;
Provide technical oversight of programme activities, including spot checks;
HR and staff management
Line management and capacity building of CP and GBV Coordinators, Protection Analyst, interns;
Programme development, management and reporting
Design and coordinate the protection strategy after consultation with field-based managers and national coordinators (incl. GBV and CP components);
Oversee production of external reports on protection themes;
Provide technical inputs into proposals, lead on proposal development if requested;

a) Essential qualifications: University degree or higher education relevant to social work, public health, human rights or other relevant fields; Thorough understanding of best practices and strategies in Protection, Child protection and GBV response (case management, psychosocial support, etc.) and prevention and risk reduction.
b) Essential experience:At least 5 years of proven international experience in implementation of GBV, child protection and protection programming in emergency and stabilization contexts; Thorough experience implementing GBV and child protection programs; Experience setting up protection monitoring and legal assistance programs; Solid experience with planning, reporting, monitoring and evaluation skills; Experience in capacity building of local partners and providing direct technical support to local organizations; Thorough understanding of GBVIMS and child protection information management systems and protection information management in general;
Proven experience in advocacy to governmental, donors and UN agencies on protection; Proven experience in community-based protection, specifically working in urban refugee settings;

DRC will offer the successful applicant a contract until 31 December 2017, renewable dependent on both funding and performance. You must be available to start work from February 2017 and be willing and able to work in Beirut.

For more than 30 years, M decins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.**
MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, medical assistance is provided through partner NGO in 5 primary healthcare centers (PHCCs) in the Bekaa. MdM is also providing mental health and psycho-social support (MHPSS) services to Syrian refugees and vulnerable Lebanese in 4 centers in the Bekaa.
To implement and monitor the activities, the mission in Lebanon has been set up with a team of 35 people managed by 6 coordinators. The position of program coordinator is part of the country coordination team.
TASKS AND RESPONSIBILITIES:
As program coordinator you work under the direct supervision of the general coordinator and in close collaboration with the logistics and administrative coordinator, the medical coordinator and the mental health coordinator. You are the line manager of the monitoring & evaluation (M&E) officer and the database officer.
More specifically, you:
-Are responsible for the partnership management. You follow-up the implementation of activities by partners (in PHCCs) as defined in MOUs and give them technical support to improve their capacities in reporting and medical care.
-Are responsible for the monitoring & evaluation. You supervise the data collection, compilation and analysis. You improve MdM data collection tools used in the PHCCs and review indicators to make sure they are SMART and harmonized. You work in close collaboration with the regional reporting officer to ensure information sharing with the regional office.
-Are responsible for quality & accountability. You develop an accountability strategy and plan for the country mission considering donors compliance and guidelines. You provide support to MdM staff involved in project management for the implementation of the accountability plan.
-Contribute to the monthly reporting to HQ and donors. You provide support to the coordination team in report drafting, ensuring coherence between budget and narrative. You support the general coordinator in the drafting of proposals.
-Participate to coordination meetings with partners and other actors in the Bekaa valley (UN, NGOs, etc.) and share the information with the coordination team.

To assist the Risk Management Director to reduce the risks posed to the programme personnel and assets of all national and international Save the Children staff and their dependants in Lebanon through the provision of specialized, coordinated and focused security management support , through maintaining and further developing existing safety and security management systems and procedures, and developing further overall organizational capacity in staff training and crisis management; to support Country Offices' security management improvements consistent with Save the Children standards for safety and security; and conduct security assessments; provide training and orientation for staff, analyse incident reports and security updates, provide direct safety and security management support in emergency response staff and respond to related inquiries.
This role will include on-going threat assessment and advising on security risk management; the maintenance of appropriate guidelines; and ensuring that field working practices are robust and that all staff are aware of, trained on, and adhere to these policies and procedures. Integral to the posting is the ability to work successfully with field teams to cultivate capacity and motivation, thereby ensuring field-based responsibility for security analysis and management. Adding the capability of networking with other humanitarian NGOs and main foreign embassies' security focal points as well as field community leaders in order to facilitate and secure Save the Children's field missions and operations.
Qualifications and experience
Bachelor's Degree in a related field or at least 5-7 years comparable related experience;
Substantial experience in non-profit organisations with int'l humanitarian assistance programs including supervisory and overseas work experience;
Substantial security management experience in int'l humanitarian, military or police setting.
Advanced level of understanding of various communications technologies, including VHF and HF radio systems, satellite phones, cell phones, etc.
Solid training skills and the ability to develop and implement successful training sessions;
Solid organizational skills:
The ability to be flexible and work well under pressure in a fast-paced team environment;
Computer literacy, particularly in Word, Excel, PowerPoint, Access and database/mapping systems;

PURPOSE OF THE JOB
The Health & Nutrition Officer provides professional technical assistance and support for programme/project design, planning, implementation, monitoring, evaluation, and administration of programme/project activities, including data analysis, progress reporting, knowledge networking and capacity building, in support of achievement of planned objectives of the work plan, aligned with Health & Nutrition programme goals and strategy.
KEY ACCOUNTABILITIES and DUTIES & TASKS
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
Assists the preparation and periodic update of the Situation Analysis by compiling Health & Nutrition data, analysing and evaluating relevant information and providing the technical input in a timely and accurate manner. Drafts chapters, prepares statistical data reports, and assists with preparation of sectoral input to the programme documents as required. Contributes to the consultation and coordination with key partners at all levels.
Provides technical assistance in the integration of the Health & Nutrition programme with other sectors in collaboration with other UNICEF sectors, particularly Health, Nutrition, CSD, HIV/AIDS. WASH, and programme communication. Contributes to build on intersectoral experience and establish partnerships to promote innovative approaches to address immediate and underlying determinants of maternal, newborn and child health and nutrition, recognising that health and nutrition outcomes are not the results of action in the health and nutrition sectors alone.
